PSSA scheme

A new product installation module is being launched by the Perimeter Security Suppliers Association (PSSA). The association describes it as part of the next stage of development of the PSSA Verification Scheme, which seeks to set standards for perimeter product installs.

The PSSA Verification Scheme for suppliers and buyers is to give confidence that systems and products meet requirements as the first line of defence against terrorism or crime. These physical security products include vehicle security barriers, access control points and security fencing.

The new module expands the scheme to include product installation. This can be a complex process, which must be done according to the association by someone who understands threat mitigation and who has the necessary skills to assemble, install and integrate perimeter security equipment. The new installation module covers verification
of a range of criteria including those for installation specification, performance, service design and delivery, testing, activation and hand-over.

The PSSA Verification Scheme includes an evaluation of a suppliers’ management systems and verification of the products and their installation by an independent UKAS accredited certification body. On meeting the standards of the scheme, the PSSA Verification Mark is awarded and a listing placed in the Industry Listing – a reference for security products.

Extending the PSSA Verification Scheme to include installation of these products is an important next stage in ensuring the highest standards. Many organisations with ISO 9001 certification don’t have credible quality management systems and we are aware of examples of knowledgable security consultants being used to specify the perimeter security solution, but then not being invited back to site to ensure that the solution meets the specification. The new installation module for the PSSA Verifications Scheme will give customers assurance that suppliers who have the PSSA Verification Mark will provide products that have been properly installed, are fit for purpose and meet regulatory requirements. Suppliers can confidently give proof of this high level of compliance and consistency.”

About the PSSA scheme

Product verification is based on the continuous verification of objective evidence demonstrating that the supplier has:
•met the standards demanded for PSSA membership
•an effective management system, certified by a UKAS accredited certification body, fully conforming with the requirements of ISO 9001: 2008
•qualifying products that have undergone satisfactory testing

Evidence is assessed and evaluated by an independent UKAS accredited certification body to verify that the product(s) concerned meet the requirements.

The scheme has a four-step process:

1. Consultation and Certification Support. Take the optional advice on meeting the required standards and a pre-assessment. In-depth support is also available.

2. Application and Quotation. Costs and other implications are agreed before joining the Scheme. An initial document review is conducted to ensure that the application can be progressed through to assessment.

3. Evaluation and Assessment of the management system and product test verification. This is a two stage process which ensures that maximum benefit is gained from the site visit, the plan for which is based on identified risks and dialogue with the company.

4. Review and Product Listing. Following a positive recommendation by the PSSA’s nominated independent certification body, a review of the evidence is conducted. The PSSA Verification Mark is then awarded and a listing placed in the Industry Listing of Verified Products, which is the authoritative reference for high security perimeter products. This list is available to all via the PSSA website, www.psssasecurity.org and the scheme’s website www.pssaverification.com

The scheme was developed to raise industry standards and improve confidence in high security products supplied by PSSA Members. It is not a pass/fail process but a pathway to improving perimeter security by providing high quality products.
