Air Passenger Agreement

The European Union and the United States on November 17 initialled a new agreement on the transfer of passengers’ data by air carriers operating flights from the EU territory to the US….

The new agreement on Passenger Name Record (PNR) data brings additional clarity and legal certainty to citizens and carriers. It provides for better information sharing by US authorities with law enforcement and judicial authorities from the EU, a well defined limitation of the uses of PNR data and a series of enhanced data protection guarantees.

"Protection of personal data has been my priority since the beginning of the negotiations in December 2010, and I am satisfied with the result, since it represents a big improvement over the existing Agreement from 2007. The new agreement contains robust safeguards for European citizens’ privacy, without undermining the effectiveness of the agreement in terms of EU and US security,” said Cecilia Malmström, EU Commissioner for Home Affairs.
