Fraud dates

As the Bribery Act 2010 approaches its fourth birthday, three professionals will examine the topic as it affects corporates conducting overseas business and their professional advisors. The Fraud Advisory Panel is running a morning March 25 event at Chartered Accountants’ Hall, London.

Doing business in risky places: are there any non-risky places?
The growing demands of international norms on global commerce.
The risk of increased regulation and the terror of debarment.

The three are the Rt. Hon. Sir Anthony Hooper (Matrix Chambers), former Lord Justice of Appeal rtd, will chair the event and provide an overview of the topic.

Monty Raphael QC (Special Counsel at Peters and Peters LLP and author of Blackstone’s Guide to the Bribery Act) will consider the developing policy in this area.

Will Kenyon (Partner in Forensic Services, PricewaterhouseCoopers LLP and lead author of TI-UK’s ‘Diagnosing Bribery Risk’) will give an insight into the current practical risk assessment challenges.

And on May 22 the panel is running a one-day conference on fraud and corruption in war and armed conflict. Organisers aim to highlight the ways in which fraud and corruption feed on war and armed conflict so that future policy planning can recognise the risks and take these into account in developing strategy. Major General David Jenkins CB CBE (rtd), former Master-General of the Ordnance, will chair the conference, also at Chartered Accountants’ Hall. The invited speakers are:

Sir Ian Andrews (Senior Consultant – Defence and Security Programme, Transparency International UK) will examine the procurement dimension in intervention operations and corruption.

Gill Bennett MA OBE (former Chief Historian, Foreign and Commonwealth Office 1995 – 2005) will lift the lid on Second World War fraud by examining banking, bullion and gold teeth.

Roddy Gillanders (former Senior Civil Servant seconded to the Coalition Provisional Authority in Iraq 2003/04) will talk about justice reconstruction in the aftermath of war and armed conflict.

Dr John Louth (Director of Defence, Industries and Society Programme, Royal United Services Institute for Defence and Security Studies) will discuss the use of deception and trickery for strategic advantage in wafare.

Oliver May (Head of Counter Fraud, Oxfam GB) will explain the fraud, bribery and corruption issues faced by charities trying to get aid into war-torn countries.

Elspeth Pringle (Specialist Prosecutor – Arms Brokering and Fraud, Crown Prosecution Service) will talk about arms brokering fraud and the supply of fraudulent and counterfeit equipment.

Ann Webber (Co-Chairman, Commission for Looted Art in Europe) will highlight looted art in the wake of the holocaust.
