Paris lessons briefing

As organisers point out, the November 13 terrorist attacks in Paris have marked a change in the attack profile of IS in Europe, by targeting sites such as restaurants and theatres, with the aim of causing mass casualties. How should London respond, to mitigate and prevent such attacks?
