The winning crime and disorder partnership bids in round two of the government’s CCTV Initiative.
Several bids are for mobile cameras: one for œ158,400 in Nottinghamshire has gone to Newark and Sherwood District Council. Ian Harrison, Safety and CCTV Manager, says that the specification is for a vehicle with off-road capacity, for service in any part of the district that includes countryside which a normal vehicle would have trouble reaching. Crimes to be tackled include fly tipping. Equipment would include five relocatable rapid deploment cameras, which can be sited up to two kilometres from the vehicle, with radio transmission of pictures back to the van, where monitoring is in real time and with multiplexer recording. Ian Harrison adds: ?Part of the package will be a ?suitcase? deployable system, where the control can be moved from the van and operated from a suitcase.? The Newark-based council is considering use of volunteer CCTV operators alongside the council operators (from Broadland Guarding, working in a Qudarant-installed control room) and police. Those volunteers would be vetted by police.
One of the UK?s first town centre schemes, in King?s Lynn, has œ1m for modernisation, reports Lawrie Williams, Head of Client Services at the West Norfolk council. Some of the older black and white cameras will be replaced; areas of the town centre will be in-filled, and two new areas of coverage will be a housing estate and industrial estate. The total of cameras will rise from 85 to about 120. Following a Best Value review last year, CCTV monitoring is going side by side with the alarms for the elderly service, and control room staffing is going in-house (as at Huntingdonshire District Council, as reported last month).
On Tyneside, four Metro railway stations are to have digital CCTV cameras in a pilot scheme. Director-general of Metro operators Nexus Mike Parker said: ?The four stations in the test area will get œ500,000 of the œ750,000 of the CCTV allocation. The criteria for the test are to show the new cameras can work as an integrated system and that they produce digital images which can?t be tampered with. The trials won?t take long to prove the cameras? worth and then we?ll be able to re-submit to the Home Office for the rest of the funding, which runs into millions.? Nexus is also to have a new South Tyneside control room and CCTV at 12 new stations on the Sunderland extension, covering platforms, entrances and approaches, bus interchanges, car parks and surrounds. Nexus has 130 cameras, mainly covering busiest areas for crowd control; it hopes eventually for 480.
In Hartlepool (grant: œ122,600), 11 new CCTV cameras will be added to the existing 38, including a mobile camera for one-off events.
In North Lincolnshire, in a œ189,244 grant, Albert Marson Court and Earl?s Walk, council house areas in Scunthorpe, will have refurbished gates, upgraded street lighting and an electronic door entry system and 15 colour cameras, to be monitored by the existing 24-hour control room (separately gaining a œ175,750 grant).
Also in Lincolnshire, the five CCTV systems in Mablethorpe, Louth, Alford, Skegness and Horncastle will be linked by fibre-optic cable in one command centre, at a venue yet to be decided. Grant: œ1.323m. Professional Security reported in October 2000 on the Louth scheme, staffed by volunteer operators.
In Birmingham, City Hospital NHS Trust has œ487,000 for cameras, signs and improved lighting on all of the hospital?s 21 car parks and all site exits. All car parks will get telephones linked to security staff. Bristol, like Birmingham, has several grants for CCTV for retail and residential areas running into seven figures. The Bristol Community Safety Partnership was awarded œ927,576 for its Central Bristol Link Scheme, around the Broadmead shopping centre. Planned are some 44 new fixed CCTV cameras, three mobile cameras, and a link to a monitoring station at Avon and Somerset Police headquarters in Portishead. North Somerset Community Safety Partnership has œ64,000 for five cameras to cover Portishead town centre.
From more than 800 outline bids, more than 300 schemes, with the potential value of around œ108 million were shortlisted (printed in our May issue. Awards of œ79m have been made to partnerships, listed below by region (place or type of scheme in brackets).
