Automated school safety

Videalert is demonstrating its automated school safety system at the Parkex exhibition, on stand B54. This product automates the enforcement of parking contraventions on keep clears, for councils. The system is being deployed by a number of councils, including the London boroughs of Barnet and Bromley, with others planning to follow during 2016.

The system uses a single digital HD PTZ camera to automatically capture offending vehicles without manual intervention. It combines video analytics and ANPR to continuously monitor restricted areas and only captures the drivers that actually commit an offence by being stationary in a defined ‘watch area’ and exceeding the ‘watch time’. Video evidence packs are automatically generated and transmitted to the council for review before any PCNs are processed or generated.

Tim Daniels, Sales and Marketing Director at Videalert, says: “The Videalert approach shows that when deployed correctly, CCTV can provide cost effective and continuous enforcement that will change the behaviour of drivers and increase road safety outside schools over the longer term. This intelligent solution will deliver significant cost savings and higher productivity than can be achieved using foot patrols or CCTV vehicles.”

According to the product firm, automating the enforcement process delivers higher levels of productivity at a lower cost than manually operated systems that require either an operator to monitor each camera location to identify contraventions and construct evidence packs or an enforcement officer to be present at the school.

Several commercial models are available from standard CapEx to a fully hosted on-demand managed service offering (CEaaS). Councils can deploy the system at one or more problem locations without procurement tendering processes and the involvement of their internal ICT teams. This means the system can be enforcing in weeks as opposed to months the firm adds.

Tim Daniels adds: “CEaaS provides a new way for Councils to address school safety problems by delivering CCTV as a utility, wherever and whenever it is needed with the ability to switch it on or off as required. It also greatly accelerates council deployment timeframes.”
