York Travel & Control Centre

City of York Council released CCTV footage in an effort to deter what it termed wasteful antics. With support from North Yorkshire Police, the council released footage which shows three men purposefully causing damage by throwing waste carelessly on to a city centre street.

The footage shows the men walking down Gillygate at approximately 2.30am on Tuesday, January 7 (out of the city towards Clarence Street) throwing wheelie bins and waste bags onto the street – potentially damaging properties and vehicles.

At York Travel & Control Centre (YTCC) operators were able to inform police at once and as a result they were able to apprehend the men in a matter of minutes before any more damage could be done. In an average month the YTCC monitors over 1000 hours of live CCTV footage, records over 550 incidents and on average 40 pieces of evidence are provided to the police for use in prosecutions and apprehension of offenders.

Linsay Cunningham-Cross, council cabinet member for crime and stronger communities, said: “This was a wasteful antic which thankfully was spotted quickly by our CCTV operatives and dealt within a matter of minutes by North Yorkshire Police. The council provides an essential service for residents, visitors, businesses and emergency services that helps to keep our city safe. Working with the police this case demonstrates that our state-of-the-art technology has helped to keep residents safe and protected our communities from crime.”

And Dave Merrett, council cabinet member for transport, planning and sustainability said: “Since officially launching our new York Travel and Control Centre in June it’s already proved to be an invaluable asset. The centre brings together the various travel and transport and CCTV systems which are key to ensuring that York keeps moving and supporting public safety. Besides monitoring public order, we now have the ability to adjust traffic signal timings, monitor journey times of buses and as a result can update commuters via real-time information screens at bus stops, via Twitter and the York Live website and smartphone applications.”

Superintendent Phil Cain, York Safer Neighbourhood Commander, said: “This incident highlights the fantastic partnership working that goes on between North Yorkshire Police and City of York Council to tackle anti-social behaviour during the night time economy. It is important that residents and visitors to York can enjoy what the city has to offer at night in a safe and clean environment.

“This particular incident was quickly spotted by CCTV operators allowing police officers to be on the scene within minutes to deal with the situation before it could cause too much concern or upset to the general public. I commend the officers involved for dealing with the incident in a sensible and proportionate manner and hopefully the lads in question will learn some lessons from this and improve their conduct in the future.”

The York Travel & Control Centre (YTCC) officially opened in June 2013.

The centre covers 120 cameras including those at libraries and Park & Ride sites which are monitored 24-hours. It replaces the previous, much smaller CCTV service operated from a Control Room at Fulford Road police station. The service comprises a traffic management service, a 24- hour CCTV control room and facilities for the police and other third parties to review evidential footage.
