ITSA adds

by Mark Rowe

The trade body the International Tax Stamp Association (ITSA) reports new members and board appointments. KBA-NotaSys, which provides high security printing, joins ITSA alongside Madras Security Printers, the India-based manufacturers of excise stamps.

The association, founded in 2015 to highlight the global role and impact of tax stamps, now has 17 members but is considering applications from others. Keith Thompson, pictured, Vice President – Government Solutions at OpSec Security; and Carlos Robles, Regional Sales Manager – Security Papers at Rolland Enterprises, who join the board.

Over 250 revenue agencies including national and state governments use tax stamps to collect tax duties and excise payments. That’s involving the international production of some 140 billion stamps annually. As well as providing visible proof of tax payment and revenue collection, tax stamps have also taken on product authentication, track and trace, and anti-tampering roles.

The ITSA’s involved in discussions with the EC and WHO, advocating the use of tax stamps for track and trace applications.

The association is also arranging face-to-face events between issuing authorities, other key stakeholders and ITSA members to advance specific regional issues such as the Tobacco Products Directive in the EU zone.

Chairman Juan Yanez said: “I welcome the new members, as well as the two new board members, Keith and Carlos, and look forward to them helping ITSA support and advocate for the development of standards and the promotion of tax stamps. We are rapidly building a reputation as an authoritative voice for those involved in tax stamps, and are a driving force behind the industry tax stamp standard, ISO 19998 – a crucial and welcome move that will go a long way to securing tax revenues and global supply chains.”

The standard, which will be published in draft towards the end of 2017, will compel all countries using stamps, and encourage those not using them, to have programmes that are in line with the best and most effective on the market.
